This is an original Otahuku Fude お多福筆 advertising sign, made in Japan circa 1940s-1950s. It promoted "Otahuku Brush" - a brand of traditional calligraphy and painting brushes. 

The artwork features Otafuku, the smiling goddess of good fortune, alongside a giant calligraphy brush. The text reads 登録商標 "Registered Trademark" and 特約店 "Authorized Dealer" - meaning this sign once hung outside a licensed shop.
